Superior Court Commissioners are appointed by the elected Judges to cover many dockets and trials normally handled by Judges, often covering for vacations or sick leave. Several of the Commissioners have regular calendars and often serve as Pro Tem Judges by agreement of the parties.
Hon Dennis P. Maher - Court Commissioner
Commissioner Maher graduated from Cal Poly (BS) in 1969, San Jose State University (MS) in 1976, and Gonzaga University (JD) in 1980. Commissioner Maher joined the US Army in 1969, retiring as a Colonel in 1999. He has been in private practice since 1980. Commissioner Maher is the normally assigned judicial officer handling mandatory settlement conferences.
Hon. Andra Blondin - Court Commissioner
Commissioner Blondin graduated from the University of Washington in 1995 and from Seattle University School of Law in 1998. Her focus in private practice includes family law, guardianship, estate planning and juvenile court matters.
Hon. David Nelson - Court Commissioner
Commissioner Nelson graduated from California State University, Fullerton in 1978, and Hastings College of the Law in 1981. He is admitted to the State Bars of Washington, Oregon and California. His experience in private practice includes real estate, estate litigation, municipal law, employment law and personal injury. He is on the Board of the Cowlitz-Wahkiakum Bar Association.
Hon. Chelsea Baldwin - Court Commissioner
Commissioner Baldwin graduated from the University of Washington in 2002 and from Gonzaga University, School of Law in 2005. Her experience in private practice includes family law, estate planning, juvenile criminal matters, dependency matters, mental health cases, landlord/tenant matters and civil litigation.
Hon. Tierra Busby - Court Commissioner
Commissioner Tierra Busby graduated from the University of Washington Jackson School of International Studies in 1995 and from the University of Oregon School of Law in 1998. After law school, Commissioner Busby completed a 2-year Judicial Clerkship, and was then accepted into the Japan Exchange and Teaching Program for a year-long position abroad. She returned to Washington in 2001 and served as a deputy prosecuting attorney for Cowlitz County in criminal, juvenile, and child support matters and went on to practice privately in the areas of juvenile defense and child advocacy, family law, estate planning, and guardian ad litem services.
Hon. Patrick L. Kubin - Court Commissioner
Commissioner Kubin graduated from the University of Portland in 1982 and from Willamette University of Law in 1986. He attended the Washington Judicial College in 2004 and received a Mediation Certificate from the National Judicial College in 2007. Commissioner Kubin has served as a part-time Superior Court commissioner since 1999 and District Court Judge Pro Tem since 1998. His experience in private practice includes family law, personal injury, and criminal defense. His law practice now focuses on mediation and arbitration.
